Wednesday was Safe Homes, Safe Streets Awareness Day and the Kansas Coalition Against Sexual and Domestic Violence used the opportunity to point out the impact of such violence on Kansas communities. At a news conference Wednesday, the Coalition presented statistics for the state of Kansas and increased demands for victim advocacy services statewide. The Wichita Police Department is ready to put the problem of domestic violence in its crosshairs. WPD Chief Norman Williams unveiled 2011 crime statistics Friday which show an increase in homicides and aggravated assault cases compared to the previous year. Williams said the increase was driven by domestic violence, which accounted for 10 of the city's 27 homicides in 2011.  That was the highest number of domestic violence related homicides since 2004, Williams said. "Whether it's one domestic violence homicide or ten, it's very troubling for us as a department and as a community," Williams said.

Kansas Attorney General Derek Schmidt has joined with attorneys general from 46 other states in asking Congress to reauthorize federal programs directed at keeping women and families safe from domestic violence.   Schmidt says, "Tragically, domestic violence rates in Kansas remain high.Continuing these programs with our federal partners is important in educating the public, reducing domestic violence rates and improving the response from law enforcement and victim service organizations.

She was beaten in the head with a hammer and not expected to survive.  Yet a Wichita woman from Kenya surpasses all odds and is now out of the hospital.  The attack happened in January at the apartment Elizabeth Kogo shared with her husband.  Her husband, Gideon Maiyo is now in jail charged with attempted murder.  His trial is scheduled for May. Wichita police say a concerned friend helped keep a bad situation from getting worse.   It all started shortly after 2:00 Wednesday morning in the 1300 block of S. Seneca. Police say a boyfriend and girlfriend (both 31 years old) left a bar at different times.  A mutual friend left a short time later.  As she was walking by the couple's home, she heard the two arguing. Concerned about her friend, she stopped back by around 30 to 45 minutes later to check on them. Police tell us, when the woman knocked on the door - the boyfriend answered the door, then took off running.  The woman went inside and found her friend in a back room with several injuries.

"The reality is nobody really wants to spend the holidays in shelter," said Debbie Zelli, Director of Client Services at the YWCA Women's Crisis Center in Wichita. That's one of many reasons experts believe domestic abuse reports go down over the holidays. Normally you'd think domestic abuse reports go up this time of the year because of the stress the holidays can bring.  That's not necessarily the case.  Some national studies suggest the opposite to be true. This weekend police arrested a Wichita woman on charges she killed her husband before trying to kill herself.  Officers call it a domestic violence situation.  In another case, a Northeast Wichita man turned himself into police saying he'd stabbed his wife.  She died.

Kansas City Chief's player Jovan Belcher killed his girlfriend then himself Saturday morning. What isn't known is what motivated Belcher to kill himself and his girlfriend. Those who work to prevent domestic violence say it's a reminder to get help. “Behind closed doors when it's just you and that person, who's to say what's going on in the dark?” asked domestic violence survivor Alicia Salazar. It's a question teammates, coaches and others might also have following the weekend tragedy.

The Wichita police department says one of its officers was transporting a woman to jail when she propositioned him. The 21 year old was originally arrested for being accused of a hit and run and domestic violence. The officer says the woman propositioned him while in cuffs in the back of his car. After being turned down, he says the woman slipped her cuffs in front of her, then kicked out the rear window of his car. Police say she then jumped out of the window.

"She was just lying in the street, my grandkids were begging him not to shoot her, but he did anyway," said a tearful JoAnn Lindsey. Lindsey went to go pick up her grandkids but when she arrived she found their mother dead in the street. "The kids were running down the street holding each other hands hollering and screaming," she said. Flowers, stuffed bears, and messages still cling to a pole outside the house left from a candle light vigil Sunday evening.

If you go to jail, you will get a bill at the end of your stay.  The Wichita City Council voted to start charging inmates jail fees.  The issue passed without discussion.  The city plans to use the fees to offset the cost Sedgwick County charges for using the facility.  "It helps recoup the costs," said city attorney Gary Rebenstorf. Sedgwick County charges Wichita $50.16 a day to house inmates for municipal charges.  Those charges are misdemeanors and often include domestic violence, battery and driving under the influence.  To offset that cost, the city will charge inmates $48 per day.  "I think it's only fair.  It's not fair the taxpayers support crime.  If you do the crime, you should pay for your time," said Wichita resident Mika Lyons.

The Sedgwick County Sherriff's office announced Wednesday that a work release escapee turned himself in after running away on August 4, 2011. Police say Marquez A. Kelly arrived in the lobby of the Sedgwick County Adult Detention Facility early Wednesday morning.  He was booked on his original conviction of domestic violence battery and on a warrant for his escape. Kelly was a trustee at the work release facility at 70101 West Harry. He was in the process of assisting detention deputies with serving the noon meal when he took off. The sheriff tells us Kelly won't be allowed to be a trustee in the detention facility or at work released because of the new charge.
