When some sex offenders get out of prison, they're still considered too dangerous to be a part of society. That's why a law is in place to commit certain offenders as sexually violent predators. There are 200 offenders in the program at Larned State Hospital. The program is intended to be a tool to keep the public safe but it doesn't always work. Lisa Clancy Nolla hoped she'd be the last victim of Wesley Watson. That didn't happen. "It doesn't make sense," Lisa said. Watson was supposed to spend 60 years in prison for raping Lisa.

James Rowray will be committed as a sexually violent predator.  Jurors deliberated for an hour and a half before making the decision. They were deciding whether the convicted Kansas sex offender should go to Larned state hospital, or be allowed to go on parole.  They've deemed him a predator and he will be civilly committed. His attorney says Rowray is disappointed and they will appeal the decision.  However his daughter says she's relieved.  She says he would be a threat if he was put back on the street.

I am the biggest offender. Looking for any hitch in his step. Any slip on the track. Magnifying every little move Jimmie Johnson makes. Glorifying every little stride that other drivers make on the 48 team. We want, heck the sport needs someone to knock off the champ. But if we take a minute to be completely honest with ourseleves, this year looks exactly the same as it did the year before and the previous two before that. Johnson is the champ and it is going to take a flawless run to knock him off. Can it be done?

When heading to the polls later this year, Sedgwick County voters will find two familiar names vying to be the Republican nominee for sheriff - Wichita Police veteran, Captain Jeff Easter and current sheriff, Bob Hinshaw. "I think I've come up with some good ideas in my current career. I've implemented those ideas and I think it's time to take some of those ideas across the street to the Sedgwick County Sheriff's Department," explained Easter at press conference Tuesday morning.

Sedgwick County Commissioners passed a measure allowing people with concealed carry permits to bring their weapons into some county-owned buildings. Commissioner Richard Ranzau said the law was to help protect the rights of gun owners, "if you can't carry it into a building, then you need to leave it in your vehicle. And there's always a risk when you do that. " Concealed carry licensees will be allowed to bring their weapons into 48 county owned buildings. The buildings that are exempt from the resolution are: Sedgwick Co. Courthouse Juvenile Detention Facility Adult Detention Facilty Work Release INTRUST Bank Arena Adult Field Services Facility Adult Residential Sedgwick Co. Approximately one-third of sexual offenses against children are committed by teenagers. Sexual offenses against young children, under 12 years of age, are typically committed by boys between the ages of 12 to 15 years old. It's not just males who cross sexual boundaries. One study found that 3-7% of known sexually abusive adolescents are females, and it is believed that many incidents of female offending are not reported. Research suggests that sexual re-offense rates are as low as 3 to 15% for youth who receive treatment.

A former Wichita Police Department officer who pleaded guilty to a pair of sex crimes against citizens while on duty and in uniform has been sentenced to 36 months probation. Joseph Taylor McGill was sentenced Friday morning by Sedgwick County Judge Mark Vining.   Vining ordered McGill to serve 34 months in prison for a count of aggravated sexual battery and another year in jail for a second count of sexual battery.  Vining said the decision to allow probation in lieu of incarceration wasn't reached easily.  The judge told McGill he was in a "position of public trust" as a WPD officer and that his victims were "depending" on him for their safety.

School buses roll out next week in Wichita. Eyewitness News wants to know who's behind the wheel? It's a question Shayla Johnston has wondered since an incident four years ago. A school bus driver took an unauthorized picture of Johnston's daughter. It turned out he took pictures of other girls too and was eventually fired.  When Johnston tried to learn more about the man and his background, Durham School Services wouldn't even give her the driver's name.   "The problem we had with Durham was they told us we didn't have a right to know that.
