A Newton man could spend 20 years in prison for the death of 19-month-old Vincent Hill.  Chad Carr entered a plea agreement this morning in which he pleaded guilty to murder in the second degree, three counts of Aggravated Battery, and one count of abuse of a child. Those charges were reduced from first degree murder and several more serious battery and abuse charges. "Considering all of the circumstances, and to bring conclusion to the case, the family joined me in an agreement to accept 20 years as the just sentence in the case," explains Harvey County Attorney David Yoder.

A 23-year-old man is now charged in the death of a Wellington toddler.  Police say Spencer Weikal is the boyfriend of the child's mother. Weikal was charged Friday in Sumner County with First Degree Murder, Child Abuse and Aggravated Child Endangerment in the death of 2 year-old Larissa Foster. Eyewitness News spoke Friday with the familes involved in the case. Weikal's mother says her son is innocent and couldn't possibly have hurt or killed Larissa.  "He takes care of her and treated her like she was his own child," said Weikal's mother, Lori Armstrong.  Armstrong said the whole truth hasn't been told yet.  Larissa's grandmother, Debbie Murphy, said she didn't want to talk about how the child died and only wanted to focus on planning Larissa's funeral.

Chad Carr's attorney says his client is expected to make a plea Thursday morning in Harvey county. Officials informed Eyewitness News of the hearing Wednesday morning. The hearing is scheduled for 11 a.m.  The Harvey County Attorney's office says a press conference will follow the hearing. Charlie O'Hara, Carr's attorney, tells Eyewitness News that a plea hearing has been scheduled. We do not know how Carr will plea. The man is accused of killing Vincent Hill.

Charlie O'Hara, Carr's attorney, tells Eyewitness News that a plea hearing has been scheduled. We do not know how Carr will plea. The man is accused of killing Vincent Hill. Hill was 19-months-old when an autopsy showed he died from blunt force trauma and suffocation.  Carr is charged with first degree murder.

It's why they're here, it's what they train for, but it's a situation no lifeguard wants. "Something this serious is really really rare," said the Superintendent of Aquatics for Hutchinson Recreation Ted Nelson. Saturday a two-year old boy was spotted in a three feet deep shallow pool at Hutchinson's Salt City Splash. He wasn't moving, wasn't breathing, and had no pulse. A team of lifeguards went to work. "They performed two person CPR for about a minute and the child regained consciousness," Nelson said.

Investigators say three children playing with a lighter started a fire that led to a 2-year-old going to the hospital with smoke inhalation. Crews were called to the home on north Pershing around 12:15 Friday morning. While crews were on their way, they got the report that a person was trapped in the home. Investigators say the fire started in the home's back bedroom where four, five and seven-year-old children were playing. Fire officials say they were playing with a lighter.

Update: The weekend fire in Utica has been ruled as accidental. Rose Rozmiarek from the Kansas State Fire Marshall’s office said the fire started in the utility room and the two-year-old boy was in that room at the time of the fire. The cause of the fire is not considered suspicious . -------- The boy killed in the house fire in Utical has been identified as Jason Hy Boese.  His grandfather, Paul Wilson, says a fund has been set up at Centera Bank to help the family.  You can make cash donations at any Centera Bank location (Sublette, Dodge City, Greensburg, Mineola, Satanta)

A Wichita mother is under arrest after police find her two young children wandering alone in a busy street. The 2 year-old boy and 1 year-old girl were found yesterday walking in traffic in the 28-hundred block of East Harry Street, a police spokesman said. Officers picked up the toddlers and returned them to their mother's house on the same street.   When officers spoke to the 22 year-old mother, they learned she had marijuana in her possession.  She was taken into custody on drug and child endangerment charges.

A toddler died Tuesday in a farming accident in Gove County. Sheriff Allen Webber says the accident happened about five miles southeast of Quinter near an irrigation well. Map - Approx. Location of Accident The boy has been identified as Ethan Flora. The sheriff released few details, but said Ethan's father rushed him to the Gove County Medical Center where the 3-year-old died. Sheriff Webber has determined there's no need for a criminal investigation.
